City newspapers: information or propaganda?

Most people in Slovakia receive on a more or less regular basis a newspaper informing them on recent issues concerning their towns and villages - a so-called city newspaper. These newspapers are very important, because they are responsible for providing a public service and useful information for citizens. However, as it stems from an analysis by the watchdog NGO - Transparency International Slovakia - city newspapers easily become a propaganda tool for the mayor or city council. How should the towns and their inhabitants address this problem?
