ELECTION 23: How to vote

This Saturday /30.9/ we are waiting for the elections for the National Council of the Slovak Republic. More than 4 million people have the right to vote. The campaign ends 48 hours before Election Day. Branislav Grman asked Eva Chmelová, Director of the Department for Elections, Referendums and Political Parties at the Ministry of the Interior, what awaits voters at the polling stations and how they should proceed.

“At the polling station, the voter presents his/her ID card to the precinct election committee. If he/she also has an electoral card, he/she must also present this document. If the citizen loses it, his right to vote in the election is cancelled. Once the documents have been presented, the commission gives the voter a set of ballot papers and an envelope.”

Behind the screen, the voter selects the ballot paper according to the party he or she wishes to vote for and decides whether or not to change it. The voter can circle some candidates of his choice.

“A maximum of four preferences can be given to candidates. If the voter circles more than one representative of a political party, this will not be taken into account when the results are counted. However, the ballot paper for that political party is valid.”

Who is an observer of elections?

“Observers may observe the conduct of parliamentary elections and the tabulation of results at polling stations. Anyone can be an observer, but must notify the chairman of the district election commission.”

The Electoral Code makes no distinction between international and domestic observers. It is necessary to provide space for observers in the polling station.

“This function cannot be performed by candidates in the election. But after the polling station closes, anyone and the candidate can use this function. However, they are obliged to follow the instructions of the chairman of the precinct election commission and not to interfere with the work of the commission. They must not disturb the peace or look at the personal data of voters.”

What changes does the amendment to the Electoral Code make to the publication of the minutes of the precinct election commissions?

“All members of the precinct election commission have the right to have a copy made after signing and accepting the minutes as valid. Municipalities are obliged to publish the minutes of the election results on their website or on the official notice board.”

When will the election results be known? In addition to the official results, provisional results will also be published, where will voters be able to see them?

“The final results will be published on Sunday, but I don't want to specify the exact time. The preliminary results will be published on the website of the Statistical Office of the Slovak Republic. After the polling stations close, i.e. after 22:00, the preliminary results can be published. The official results will be published only after the State Election Commission has approved the protocol. They will approve and sign them for the whole republic. As a result, we will know the full results from each of the electoral districts as well.”

To conclude our information cycle, we would like to remind you once again that the early parliamentary elections will be held on Saturday, 30 September, and polling stations will be open from 7 am to 10 pm.
