Two of Bratislava's boroughs decided to charge higher monthly fees for children who are attending public kindergartens there but do not have permanent residency in that particular borough. The rule applies to children of foreign parents too, even if some cannot possibly have such residency according to existing laws - laws that local Slovak politicians and clerks do not seem to have read.
