On 21 July 2020, EU leaders agreed on an emergency temporary recovery instrument - Next Generation EU, with a financial firepower of €750 billion - in order to help EU member states tackle the crisis brought about by the response to the COVID-19 pandemic. The Recovery and Resilience Facility is a central pillar of this instrument and within its framework Slovakia should be allocated €5.8 billion. However, in order for the countries to be able to unlock their allocated share, they will need to prepare national recovery and resilience plans. The deadline for submission of the plans is 30 April 2021. Nevertheless, the Commission encourages Member States to submit their preliminary draft plans from 15 October 2020.
During the summer and up until now, Slovak ministries have been working on the draft of this plan - which, however, still hasn't been presented to the public. This "acting behind closed doors" has naturally provoked quite a strong public debate in Slovakia, with many asking impatiently: Where is the plan?

A conversation with Alexander Duleba of SFPA
On Monday, 28 September, the Central European Energy Conference 2020 took place in Bratislava, organised by the Slovak Foreign Policy Association, with one of its main aims being to discuss the priorities of the long-awaited Slovak Recovery Plan. Just ahead of the conference, Jonathan McCormick spoke with its organiser, Alexander Duleba of the Slovak Foreign Policy Association, about the Recovery Plan and the complexities of long-term energy transition.
